For entrepreneurs well-versed in sustainable practices, the European Union (EU) offers a uniqueopportunity to secure funding for energy efficiency and circular economy projects in thetourismsector. These subsidies, financed under the Next Generation EU funds, fall under the MRR and PRTR, specifically in Component 14: Transformation of the Tourism Model towards Sustainability, with afocus on the sustainable transformation of the tourism industry. In this article, we will explore thedetails of this subvention document, its intended beneficiaries, eligibility criteria, funding intensity, assessment criteria, and the required documentation for application.

Who Can Benefit:

The subsidies are available to individuals and private entities that own existing buildings used fortourist accommodation, as well as to companies operating, leasing, or holding concessions for suchbuildings. To qualify for the subsidies, applicants must have theirfiscal residency in Spain.

In the case of multiple categories of beneficiaries applying for funding for the same project, therespective applications must indicate the percentage assumed by each category, ensuring that thecombined percentages do not exceed 100% of the project.

Electronic Administration:

This subsidy process operates at Level 4 of electronic administration, which means that the entireprocedure can be completed electronically.

Grant Amount:

The level of financial assistance comprisesthe sum of the Base Grant and any Additional Grant,determined based on criteria and types of actions outlined in an Annex. However, the totalpercentage of assistance (combining base and additional percentages) must not exceed the limitsestablished in the state aid regulations.

Assessment and Scoring Criteria:

The intensity of the Base Grant differs depending on whether the actions fall under Option A (complete building) or Option B (partially occupied building). An Additional Grant for energy efficiency or integrated actions can be obtained if the following conditions are met:

a) Energy Efficiency:

An additional grant will be provided for improvements in energy efficiency thatelevate the building’s energy rating to class “A” or “B” on the CO2 scale or increase the initial energyrating by at least two levels, as established in the procedure outlined in the Royal Decree 390/2021of June 1, which approves the basic procedure for the energy efficiency certification of buildings,replacing the Royal Decree 235/2013 of April 5.

b) Integrated Action:

An additional grant will be awarded for integrated actions in the followingcases:

b.1) Buildings that simultaneously combine two or more types of actions, with one of them beingrelated to thermal envelope (Type 1), resulting in a minimum 30% reduction in overall heating andcooling demand, combined with another action on the thermal installation (Type 2, subtypes 2.2 to 2.4) involving the replacement of at least 60% of the existing thermal generation capacity.    If a solarthermal installation (Type 2.1) is implemented, it must cover at least 30% of the demand fordomestic hot water and/or pool heating, as per the Technical Building Code for Type S1, or 30% ofthe heating and/or cooling demand for Types S2 and S3.

b.2) Buildings that simultaneously combine two or more types of actions, with one related tothermal envelope (Type 1) resulting in a minimum 30% reduction in overall heating and coolingdemand, combined with an action on interior lighting (Type 3) involving the renovation of more than 25% of the lighting surface area, compliant with the basic requirement HE-3 of the Technical Building Code.

Payment Process:

Upon online justification of project expenses, applicants must submit an electronic accountstatement with an audit report and technical documentation regarding the actions carried out.

Additional Documentation:

Applicants should also provide the following documents, if applicable:

-Legal representation power or notarized power of attorney,demonstrating the capacity to act onbehalf of the applicant for these subsidies.

-Copy of the document proving ownership of the building(s) by the applicant(s).

-Energy efficiency certificate of the existing building in its current state, signed by a qualifiedtechnical professional and registered or with proof of submission, for certifiable buildings.

-Energy efficiency certificate for the building after the proposed renovation, signed by a qualifiedtechnical professional, for certifiable buildings.

-Justifying memorandum for non-certifiable buildings, indicating a minimum 30% reduction in finalenergy consumption.

-Project or technical report demonstrating compliance with the basic requirements of DB-HE of theCTE (Technical Building Code) applicable to the relevant typology.

-Budget for the project or the executing company(ies), itemized and dated after the publication ofthe current order.

-Financing plan and expenditure and income forecast.

-Copy of the contract signed with a company orprofessional for administrative and documentarymanagement of the application before the Autonomous Community of the Canary Islands.

-Certificate of compliance with tax obligations to the Autonomous Community of the Canary Islands(if applicable).

-Certificate of compliance with social security obligations (if applicable).

-Registration in the IAE (Tax on Economic Activities) in the corresponding headings (if applicable).

-Descriptive and graphical consultation of cadastral data for the property (if applicable).

-Identification documents (DNI/NIE/NIF) (if applicable).

-Certification of cadastral ownership (if applicable).

-Certificate of compliance with tax obligations to the State (if applicable).

-Additional documentation for community of propertyowners, owners’ associations, or groups ofproperty owners:

  -Certificate approving the appointment of the president and administrator/secretary, signed bythe secretary or administrator and endorsed by the president.

  -Certificate including the listof communal owners, indicating their respective shares and the totalnumber of units in the building, signed by the secretary or administrator and endorsed by thepresident.

  -Copy of the tax ID number (NIF) of the community of property owners or grouping of   propertyowners.

  -Certificate of the owners’ meeting approving the necessary works for the energy rehabilitation     ofthe building, signed by the secretary or administrator and endorsed by the president.

-Additional documentation for groups of owning and/or operating companies of the building:

  -Copy of the tax ID number (NIF) for each of the corporate owners.

  -Meeting agreement approving the implementation of the actions and designating one of     thecorporate entities as the representative for the procedure.

  -List indicating the registration number of each application submitted by the group of             companiesand the total amount requested.

-Additional documentation for operating companies:

  -Legitimate title to carry out the selected actions according to the typology.

  -Communication to the relevant property owners’ community about the execution of the works   (ifapplicable).

  -Copy of the payment receipt for the most recent IAE (Tax on Economic Activities) invoice.

Accepted Document Formats:

When attaching documents, applicants must use the following accepted formats on the platform:

Text: PDF, TXT, XML, XSIG, RTF, DOC, DOCX, ODT, ODS, XLSX.

Image: GIF, JPG, TIFF, PNG, BMP.

Special Formats: ZIP (compressed document).

Note:
