The Indra Group has recently taken a significant step in the realm of artificial intelligence by signing a Memorandum of Understanding (MoU) with Canadian company Cohere. This partnership aims to develop sovereign AI solutions not only in Spain and Canada but also across Europe. The collaboration will be facilitated through IndraMind, a technological initiative by Indra focused on deploying sovereign intelligence to safeguard critical assets.
This MoU is part of a broader cooperation framework promoted by the governments of Canada and Spain, aimed at fostering bilateral agreements in technology and sovereign AI. The signing took place during an institutional visit led by His Majesty King Felipe VI and Carlos Cuerpo, the First Vice-President of the Government and Minister of Economy, Trade, and Business, alongside a delegation of strategic companies. This high-level engagement underscores the importance of international collaboration in advancing technological innovation.
IndraMind is set to play a pivotal role in this partnership by providing access to essential infrastructure for operating sovereign AI solutions. The collaboration will involve working closely with Cohere and leading domestic companies in both countries to cultivate a unique ecosystem of innovation. IndraMind will contribute its sovereign computing and data management capabilities, while Cohere will bring its expertise in sovereign large language models. This partnership also aims to develop additional capabilities tailored to Spain’s official languages, including Castilian Spanish, Catalan, Valencian, Basque, and Galician, integrating them into IndraMind’s intelligence ecosystem.
Jacinto Monge, Indra Group’s CEO in North America, emphasized the strategic importance of this agreement, stating, “To build sovereign and competitive capabilities, we need to connect ecosystems between allied regions such as Canada and Spain.” He highlighted that collaboration between governments and companies is crucial in critical areas like defense, industrialization, and supply chain resilience. Monge believes that this partnership will create a framework of trust that can lead to scalable solutions with a global impact, ultimately transforming data into actionable decisions in sensitive scenarios.
Aidan Gomez, Co-founder and CEO of Cohere, echoed this sentiment, stating, “Enterprises no longer want to rent AI — they want to own it.” He explained that their partnership with Indra Group is designed to deliver true digital sovereignty, allowing organizations full control over performance, data access, and deployment. Gomez noted that this shift is not merely technological; it empowers governments and companies with the independence necessary to compete and thrive in Europe, Canada, and beyond.
Agentic AI to Drive the Internationalization of SMEs
In line with this collaboration, there are plans to develop an AI platform specifically aimed at small and medium-sized enterprises (SMEs). This initiative seeks to strengthen the economic fabric of both countries by facilitating SMEs’ access to advanced technology and opening new commercial opportunities. By democratizing access to state-of-the-art AI solutions, Indra Group and Cohere aim to foster trade relations between regions, thereby boosting business growth and protecting international supply chains, which are increasingly viewed as strategically vital in today’s geopolitical landscape.
The proposed platform will be designed to collect and process business intelligence, build growth scenarios, and support decision-making for management teams, particularly during internationalization processes. To enhance trust, the approach will include a verification layer supported by public entities and institutional sources, validating essential information about participating companies, such as their registration and compliance status. This will help reduce friction in generating business opportunities.
Additionally, the agreement envisions the use of agentic AI through “digital assistants” that can act on behalf of each company. These assistants will be capable of searching for opportunities, filtering potential partners, and preparing next steps, providing specialized support consistently. The framework also includes a “marketplace” of agents for trade matters, allowing companies to utilize these assistants on demand to automate parts of their strategies. While the final decision-making will still rely on human judgment, this agentic support is expected to expedite formal processes without replacing the essential negotiations between companies.
Defense and Intelligence: Support During Decision-Making
The MoU also incorporates a line of cooperation in defense, focusing on developing and implementing solutions that enhance analysis, mission planning, and interoperability during multinational exercises and operations. This includes evolving AI-assisted command and control capabilities to integrate information from multiple sources, presenting it in a clearer and more accessible manner. Such advancements aim to support teams in planning and executing scenarios while offering actionable recommendations and options.
