In Betancuria, the municipality with the smallest population in the Canaries, the group of Coalición Canaria-Asamblea Majorera (CC-AM) has taken a proactive stance against depopulation. Recognizing the urgent need to address the declining birthrate and the challenges faced by young families, CC-AM has introduced a motion intended to reverse this trend and enhance the community’s vitality.

Understanding the Problem

Enrique Pérez, the spokesperson for AM-CC in Betancuria, emphasizes that low birth rates, increasing elderly demographics, and barriers faced by young families are converging to create a daunting population decline. This situation poses threats not only to the social fabric of the municipality but also to its economic and territorial balance. As a historically significant village, Betancuria’s survival is intertwined with reversing these demographic challenges.

Incentives for Families

One of the core components of the proposed initiative focuses on direct financial incentives aimed at supporting birth rates. CC-AM suggests establishing a direct economic aid program that would provide 1,500 euros for every birth, and 2,000 euros for each newborn with a disability of 33 percent or more. This financial support is designed to be retroactive from January 1, 2026, effectively addressing the immediate concerns of families who may be contemplating expanding their households in a challenging economic landscape.

Pérez asserts that the birth of a child brings substantial financial burdens. Therefore, he contends that local institutions must actively participate in alleviating these burdens while simultaneously reinforcing population stability.

Educational Support Initiatives

In addition to supporting birth rates, CC-AM plans to propose a second motion aimed at creating financial scholarships for students residing in the municipality. This funding targets those pursuing their higher education, whether it be in secondary school, vocational training, artistic education, or university studies. The goal here is to mitigate the financial strain linked to the costs of education and resources associated with living outside Betancuria.

The proposed Program Municipal de Becas al Estudio would include a dedicated budget to cover essential expenses such as transport, accommodation, school materials, and educational fees. By prioritizing students from financially vulnerable households while encouraging academic excellence, CC-AM aims to foster an environment where educational opportunities are accessible to all.

Addressing Geographic Challenges

Pérez highlights that education is pivotal for enhancing equality of opportunity and individual development. However, many students from Betancuria face unique challenges after completing mandatory education; they are required to leave the municipality for advanced studies. Despite available assistance from other government bodies, many families continue to struggle with the associated costs of education outside their home area.

By advocating for scholarship opportunities, AM-CC hopes to not only encourage local youth to remain in the area but also to ensure that those who pursue higher education are not hindered by financial barriers.
