The Spanish Ministry of Agriculture, Fisheries and Food Strengthens Innovation in Agri-Food Sector
The Spanish Ministry of Agriculture, Fisheries and Food (MAPA) has taken a significant step forward in promoting innovation within the agri-food sector by renewing its collaboration agreement with the National Innovation Company (Enisa). This partnership is set to receive a substantial boost with an additional €6 million allocated to the AgroInnpulso programme, aimed at enhancing the competitiveness, sustainability, and digital transformation of agri-food SMEs and startups.
A Strategic Partnership for Growth
The renewed funding will empower Enisa, a public entity under the Ministry of Industry and Tourism, to continue financing innovative projects that are essential for the modernization of the agri-food value chain. The AgroInnpulso programme is designed to facilitate access to specialized financing, enabling businesses to implement initiatives that not only modernize their operations but also improve sustainability across the sector.
Begoña García Bernal, Spain’s Secretary of State for Agriculture and Food, emphasized the importance of financial support for innovative ideas, stating, “Great ideas need financing to become businesses capable of transforming the sector.” This collaboration aims to provide the necessary resources for startups and SMEs to grow, create jobs, and bring their innovative solutions to market.
Empowering Rural Economies
Carolina Rodríguez, CEO of Enisa, highlighted that the additional resources will allow more agri-food SMEs and startups to develop projects focused on innovation and digitalization. This initiative is particularly crucial for rural areas, where job creation and economic growth are vital. The programme aims to strengthen the digital agri-food innovation ecosystem and foster new entrepreneurial initiatives, thereby contributing to the overall competitiveness of the sector.
Five Years of Transformative Impact
Since its inception in 2021, the AgroInnpulso programme has emerged as a benchmark for promoting innovation and digitalization in Spain’s agri-food sector. It has successfully mobilized €68 million, with nearly €48 million already committed through 292 participative loans. This financial support has not only enhanced the sector’s economic viability but has also played a crucial role in creating skilled employment opportunities, particularly for young people and women.
Employment and Job Creation
The impact of the AgroInnpulso programme on employment has been significant. The financed projects have helped maintain 1,785 jobs while creating 348 new direct positions. Each new job has required an average investment of €108,569, showcasing the programme’s commitment to fostering sustainable employment in the agri-food sector.
Sector Breakdown and Funding Distribution
The programme has seen diverse participation across various sectors. Service and technology companies account for 26.8% of all operations and 29.5% of the financing granted. The agri-food industry ranks second, representing 22.3% of approved operations and 23.7% of total financing. This distribution highlights the broad spectrum of innovation being funded, from technological advancements to traditional agri-food practices.
Profile of Funded Companies
A closer look at the profile of funded companies reveals that those employing between two and four people account for the largest share of transactions (35.7%) and financing (31.5%). Companies with five to seven employees represent the second-largest group, receiving 17.8% of total funding. Notably, only three companies with more than 55 employees have received financing, underscoring AgroInnpulso’s focus on supporting micro and small enterprises.
Regional Distribution of Funding
Geographically, Catalonia leads the way in AgroInnpulso financing, accounting for 32.1% of approved operations and 29.9% of total funding. The Community of Madrid follows closely with 24.6% of operations and 25.3% of financing. The programme has benefited companies from 16 of Spain’s autonomous communities, reflecting its widespread impact across the nation.
Tailored Financing for Startups and SMEs
Enisa’s participative loans are specifically designed to cater to innovative companies in growth stages. These loans require no collateral and do not involve Enisa taking an equity stake or participating in company management. This model provides complementary financing that can facilitate future investment rounds, making it an attractive option for startups and SMEs.
Additionally, because these loans are not recorded as conventional bank debt in Spain’s Central Credit Information Register (CIRBE), they strengthen companies’ financial structures. This unique feature enhances their ability to access additional funding sources, allowing them to continue developing innovative, high-growth projects.
Through this renewed collaboration and the AgroInnpulso programme, MAPA and Enisa are not only fostering innovation but are also laying the groundwork for a more sustainable and competitive agri-food sector in Spain.
