Gibraltar Launches Its First Aircraft Registry: A New Chapter for Aviation

Gibraltar, a small yet historically rich British Overseas Territory, has recently made headlines with the launch of its first aircraft registry. This significant development not only marks a milestone for the region but also positions Gibraltar as a competitive player in the global aviation market.

A Unique Border Experience

Traveling to Gibraltar is an experience in itself. Unlike many borders, where long queues and extensive checks are the norm, crossing into Gibraltar is relatively hassle-free. Visitors arriving from Spain must walk through a checkpoint, as taxis are not permitted to cross the border. Spanish border control conducts a brief passport check, and His Majesty’s Customs barely glances at the cover. Once through, travelers can stroll across the runway of Gibraltar Airport—provided there are no aircraft movements—before entering the city, which is home to around 40,000 residents.

The Rock and Its Historical Significance

Gibraltar is a mere six square kilometers at the southern tip of Spain, dominated by the iconic Rock, a limestone mountain that rises 426 meters high. Historically, the Rock has been referred to as one of the Pillars of Hercules by the Greeks and Romans. The territory has a rich history, having been seized by the UK in 1705 during the War of Succession. The Treaty of Utrecht in 1713 granted Gibraltar to Britain “in perpetuity,” a term that Spain has since contested.

Despite attempts to reclaim it during the Great Siege of 1779-1783, Gibraltar remained under British control. Its strategic location allowed the Allies to control access to the Mediterranean during World War II. In referenda held in 1967 and 2002, the population overwhelmingly voted to remain a part of Britain, solidifying its status as a British territory.

The Launch of the Gibraltar Aircraft Registry

The recent launch of the Gibraltar Aircraft Registry is a historic event that aims to capitalize on the territory’s established financial services sector. Christian Santos, MP and minister of commercial aviation, emphasized the importance of this new venture, stating, “The Rock has a well-established financial services centre, which is breaking new ground in respect of financial products involving blockchain.”

The registry, developed by the same team behind the Registry of Aruba and the San Marino Aircraft Registry, is poised to be the “Registry that Rocks.” Lindy Castillo, who previously helped launch the San Marino Aircraft Registry, will lead the new initiative, focusing on marketing and administration for ZD-prefix aircraft.

Oversight and Governance

The Gibraltar Civil Aviation Authority will oversee the new registry, ensuring compliance with international aviation standards. The UK’s Department of Transport will also play a crucial role, representing Gibraltar at the International Civil Aviation Organization (ICAO). Chris Purkiss, the director general of the Gibraltar Civil Aviation Authority, brings a wealth of experience to the role, having served as a Royal Air Force Tornado navigator and later as station commander for RAF Gibraltar.

Purkiss has been involved in aviation regulation since 2009 and now leads a team of experienced professionals, including former pilots and regulators. His commitment to building a robust aviation framework in Gibraltar is evident as he states, “If you’d had me up here speaking about five years ago, I would have joked that you’ve got 100% of the civil aviation department on stage.”

Navigating a Crowded Market

The Gibraltar Aircraft Registry enters a competitive landscape filled with established options. Owners looking for alternatives to national registries, such as the FAA registry in Oklahoma, have numerous choices. The market is reminiscent of the Beach Boys’ song “Kokomo,” with various attractive destinations like Aruba, Cayman Islands, and Bermuda already vying for attention.

The Colindres family, known for their expertise in managing aircraft registries, is optimistic about Gibraltar’s potential. The territory’s stable English-speaking government and common law system are expected to create a business-friendly environment that attracts aircraft owners.

Future Aspirations

The Gibraltar Aircraft Registry aims to carve out its niche in the aviation sector. It will benefit from the global network of inspectors provided by the Aviation Registry Group, which has a proven track record in the industry. The first private aircraft are anticipated to be registered by July, with plans to offer Air Operator Certificates by 2028.

The success of the San Marino Aircraft Registry serves as a model for Gibraltar, which is also exploring partnerships, including a Memorandum of Understanding with the Republic of Kazakhstan to support its aircraft registry development.
