The Ayuntamiento (City Council) of Puerto del Rosario, located in the heart of Fuerteventura, has made headlines with its recent decision to modify the Fiscal Ordinance regulating the Tax on Economic Activities (IAE). This new initiative introduces a bold package of optional tax bonuses aimed at spurring the creation of new businesses, encouraging permanent employment, promoting renewable energy, and supporting activities deemed vital for the community.

Aligning Fiscal Policy with Economic Growth

This initiative, spearheaded by the local government, is designed to align the municipality’s fiscal policy with strategic goals for sustainable economic growth and the creation of quality jobs. The new tax bonuses can be applied for by those liable for payment, and they will be implemented on the tax quota after considering obligatory national bonus deductions.

Mayor David de Vera emphasized the importance of this initiative, saying, “With this modification, we send a clear message to our entrepreneurs and business owners: the Ayuntamiento de Puerto del Rosario is their ally. We are committed to creating a favorable environment for investment and the development of new economic activities.” He views these bonuses not as a cost but a strategic investment in the future of the municipality, rewarding those who risk their capital to generate wealth and create stable, quality job opportunities.

A Well-Structured Approach

Juan Manuel Verdugo, the councilor for Economy and Finance, elaborated on the technical aspects and legal soundness of the proposal: “We have established a rigorous, transparent system of fiscal incentives that aligns with current legal frameworks. Each of these bonuses addresses a specific need, such as supporting startups, rewarding those who hire, boosting ecological transition, and protecting activities of social or cultural value. Responsible management of public resources also means using them as a lever for progress, which is exactly what this ordinance achieves.”

Key Tax Incentives Introduced

The modification of Article 5 of the ordinance delineates four major categories of tax bonuses, as outlined by the Ayuntamiento:

  1. 50% Bonus for Startup Activity: New entrepreneurs and professionals initiating their activity in the municipality will enjoy a 50% reduction in their tax quota during the five years following the legally mandated exemption period. This aims to ease the fiscal burden in the critical early stages of a business.

  2. Employment Creation Bonus (up to 50%): Progressive bonuses will be available for businesses that increase their average number of permanent employees:

    • 20% bonus for an increase of between 1 and 5 workers.
    • 35% bonus for an increase of between 6 and 10 workers.
    • 50% bonus for an increase exceeding 10 employees.
  3. 30% Bonus for Sustainability Initiatives: Companies investing in renewable energy systems or installing electric vehicle charging points will receive a 30% reduction, provided these installations are certified by the relevant administrative authority.

  4. 50% Bonus for Activities of Special Municipal Interest: A 50% reduction will apply to activities deemed of special interest or utility to the municipality by the City Council, based on social, cultural, historical, or employment-boosting factors.

Next Steps in Implementation

Following the initial approval of this modification, the text of the ordinance will enter a thirty-day public information period, allowing interested parties to submit any claims or suggestions they may have. If no objections are raised, the agreement will become final, leading to its publication and subsequent implementation.

With these measures, the Ayuntamiento de Puerto del Rosario reaffirms its commitment to proactive public management that focuses on the well-being of its citizens while fostering a more prosperous and sustainable future for all.
