The Government of the Canary Islands has once again defended before European institutions the need to apply exceptional measures that allow limiting the purchase of housing by non-residents in territories with high demographic and tourist pressure, such as the Canary archipelago. The proposal was conveyed by the vice-adviser of the President’s Cabinet, Octavio Caraballo, during a meeting held with Matthew Baldwin within the framework of the 13th World Urban Forum held in Baku, Azerbaijan. As Caraballo explained, the regional Executive considers that the current situation of the real estate market in the Canary Islands requires “exceptional initiatives” due to the growing difficulty of access to housing in the most stressed areas of the archipelago. The Canarian representative pointed out that the increase in rental prices and the pressure on the residential market are linked, among other factors, to the rise of the vacation market and the increase in real estate demand on the islands. During the meeting, Matthew Baldwin recalled that a possible limitation on the purchase of housing by non-residents could conflict with fundamental principles of the European Union, such as the free movement of people and capital. However, Caraballo insisted on the need to study specific alternatives adapted to island and outermost territories such as the Canary Islands. The participation of the Canary Islands in the World Urban Forum also included a debate on the challenges of urban development in island territories subject to high demographic and tourist pressure. In this context, the person responsible for the Responsible Islands Strategy of the Government of the Canary Islands, Adriana Regidor, participated in different meetings related to climate resilience and blue innovation. Regidor highlighted that the Canary Islands are working on a comprehensive climate resilience strategy that incorporates aspects such as water security, energy transition, the blue economy, business innovation and territorial adaptation to the effects of climate change. During the stay in Baku, the Canarian delegation also presented to representatives of UN-Habitat a proposal to create an Inter-island Network aimed at sharing experiences and knowledge about housing, territorial planning and sustainability between island territories.
