The good news for most residents is that this tax will not significantly impact individual landowners. According to recent statements from the municipal government, only a fraction of the rural properties will be subject to this tax.

In total, there are 1,129 cadastral references for rural land in La Oliva. As part of its adherence to the Local Finance Law, the La Oliva municipal revenue services will issue 479 tax bills for this property tax. This decision reflects the application of the minimum legal coefficient outlined in the municipal ordinance.

Juan José Rodríguez, the Councilor for Economy and Finance, has emphasized that the first roll-out of this tax effectively eliminates nearly 60% of the bills—those valued at less than 6 euros—making it relatively harmless for most property owners. The expected revenue from this tax is projected to be around 85,000 euros, representing a minuscule 0.2% of the annual budget for La Oliva.

Clarifying the Intent of the Tax

Rodríguez has been transparent about the motivations behind this tax, stating that it was never intended to raise significant revenue. Three key points highlight this assertion:

  1. Historical Context: This tax has existed since the municipal ordinance took effect in 2015.
  2. Minimum Legal Application: The council applies the lowest legal rates, mitigating any financial strain on property owners.
  3. Insignificant Revenue Contribution: The tax is not a substantial source of income for the municipality, meaning most landowners will barely feel its effects.

For instance, property owners in Villaverde, La Oliva, and Lajares will see very few bills, typically ranging from 7 to 20 euros per year.

Who Will Be Affected?

While many will hardly notice this tax, larger landowners, particularly corporations owning vast tracts of land, will experience higher tax bills. Notably, properties situated in Parque Holandés or around Corralejo, which were originally purchased with development plans in mind, will incur higher taxes. A striking example includes four properties owned by companies that cover 1.7 million square meters and are responsible for approximately 30% of projected tax revenue.

Legal Framework Governing the Tax

The IBI is a mandatory tax applicable across Spain, including rural land, making it essential for municipalities to collect it. This mandates compliance with the Royal Legislative Decree 2/2004 from March 5, which establishes regulations pertaining to local finances. Rodríguez noted that the municipality historically refrained from collecting IBI on rural lands due to technical challenges—a situation likely mirrored in other local governments.

However, a recent report from the General Treasury insisted on the necessity of this tax, prompting La Oliva to initiate the current tax collection process. Not acting on this would risk negligence and non-compliance with the law, an outcome city officials aimed to avoid.

Execution and Future Adjustments

The tax bills will be calculated based on the valuations from the General Directorate of the Cadastre, under the Ministry of Finance. As this marks the inaugural application of the IBI in rural contexts, the Revenue Department will be actively updating tax assessments to rectify any errors found in the cadastral references. This proactive approach aims to ensure the tax is both fair and manageable for all property owners.
