As Fuerteventura continues to attract investors, the Canary Islands government is implementing key housing strategies to address local needs.
Pablo Rodríguez, the Minister of Public Works, Housing, and Mobility for the Canary Islands, recently participated in a significant presentation in Madrid regarding the study entitled ‘Housing in Spain: White Paper on the Spanish Residential Market.’ During this event, he outlined the strategic initiatives aimed at alleviating the housing crisis and ensuring that residents have access to affordable and quality housing.
At the dialogue table titled ‘Administrations Facing the Housing Challenge,’ Rodríguez emphasized that the Canary Islands Government has prioritized housing solutions since the start of the legislative term. Following an initial assessment of the housing landscape, the government has shifted focus from analysis to action by implementing strategies to expand housing supply, streamline administration processes, and enhance public policies.
Key achievements include the approval of Decree Law 1/2024, which declares a housing emergency in the Canary Islands. This legislation facilitates the mobilization of land for residential development. Additionally, Decree Law 3/2025 aims to expedite the licensing process and promote the transformation of properties to encourage the construction of affordable housing. Noteworthy is the introduction of a new public housing allocation system, which replaces the lottery system with a more equitable model that prioritizes those in dire need and ties benefits to community roots in the Canary Islands.
Rodríguez also announced the ongoing development of the Canary Islands Housing Plan for 2026-2030, which is currently in the public consultation phase. This plan encompasses four main strategies: enhancing the public housing stock by constructing new homes; rehabilitating existing residential properties; maintaining and expanding financial aid for rental, purchasing, and support for young individuals; and providing incentives for private sector investment in affordable housing.
The Minister underlined the importance of collaboration among various levels of government—state, regional, and local—to effectively address the housing crisis and develop sustainable long-term solutions.
The conference, organized by Prensamedia in collaboration with the College of Registrars of Spain, gathered public officials, European institution representatives, and housing sector experts to dissect the predominant challenges in the Spanish residential market and propose actionable strategies for improving housing accessibility.
