The PP proposes that the Cabildo declare a housing emergency in Fuerteventura and build public housing on its own land.

El Partido Popular’s Proposal for Housing Emergency in Fuerteventura

El Partido Popular (PP) de Fuerteventura has taken significant steps to address the growing housing crisis on the island. At the forefront of their initiative is a proposal for the local government, known as the Cabildo, to declare a housing emergency. This declaration would give the Cabildo the authority to act on housing matters more swiftly and effectively under the provisions of the Decreto-ley 1/2024.

The ‘Plan Vive Fuerteventura’

The initiative is part of a broader program called ‘Plan Vive Fuerteventura,’ which was unveiled at the party’s local headquarters. Key figures in the presentation included Jessica de León, the president of PP Fuerteventura, alongside Esther Hernández, the island’s secretary general, and Claudio Gutiérrez, the party’s spokesperson in the Cabildo. The plan aims to provide immediate relief to the island’s housing situation, which has become increasingly critical in recent years.

A Multi-Faceted Approach

Jessica de León outlined several critical measures within the proposal. The foremost suggestion is that the Cabildo officially declare the housing emergency. This declaration is not merely symbolic; it would significantly reduce the time required to process permits for land development and the execution of protected housing projects. She emphasized that the faster the approval process, the quicker new homes can be built and made available to those in need.

Working with Professionals

In addition to seeking the declaration of an emergency, the plan proposes forming partnerships with professional associations. These collaborations aim to facilitate the issuance of technical reports, which would streamline project approvals even further, ensuring that the time from planning to execution is minimized. The focus will initially fall on areas like Puerto del Rosario, where available land aligns with urban development plans.

Financial Commitment

On the financial front, the PP has put forth a concrete proposal. They suggest allocating a portion of the 19 million euros designated for Fuerteventura under the FDCAN for the years 2023-2027 toward public housing development. In instances where funds are already committed, the party is advocating for public-private partnerships using the right of superficie, which would allow for controlled pricing and ensure affordability in the housing market.

Jessica de León asserted, “The Cabildo de Fuerteventura has resources, land, and financing formulas to promote public housing. It simply needs the will to make it happen.” This statement underscores the party’s confidence in the existing resources and its belief that political will is the key to overcoming the housing crisis.

Addressing Rental Prices

During the announcement, the representatives from the PP highlighted a concerning trend: the rising cost of rentals on the island. According to their data, rental prices have surged from around 9 euros per square meter in 2019 to more than 14 euros by 2025. This stark increase reflects a significant imbalance between the demand for new homes and the actual number of housing units completed in recent years.

The PP argues that the ‘Plan Vive Fuerteventura’ provides both technical and legal solutions to promote affordable housing options. They are also calling for improved coordination between the Cabildo and local municipalities to address the housing issue more collectively and efficiently.

A Call to Action

Claudio Gutiérrez, the PP spokesperson in the Cabildo, announced that the group would present a motion at the upcoming plenary session to advocate for the key points outlined in the plan. The aim is to ensure that the island’s governing body takes a proactive stance on creating protected housing, which is vital given the pressing needs of the community.

This proposal from the Partido Popular not only identifies pressing challenges but also offers a structured plan to tackle the housing crisis in Fuerteventura. The focus on quick action, collaboration with professional entities, and a clear financial strategy signals a comprehensive approach endorsing the need for affordable living options for all residents on the island.
