Funding Boost for Canary Islands: New Police Infrastructure Under PLISE
The Spanish government is making significant strides in enhancing security infrastructure in the Canary Islands by allocating a substantial investment of €10.5 million. This financial backing from the Council of Ministers will be directed towards executing the second phase of the State Security Infrastructure Plan (PLISE), initially launched in 2019.
The New Police Station in Puerto del Rosario
A key highlight of this investment is the construction of a new local police station for the National Police in Puerto del Rosario, Fuerteventura. With a dedicated budget of €7.5 million, this new facility aims to improve law enforcement capacity in the region, allowing for more efficient policing and better community relations.
Enhancements for the Guardia Civil
In addition to the new police station, the funding will also facilitate the establishment of a new headquarters for the Group of Reserve and Security No. 8 (GRS-8) of the Civil Guard in Santa Cruz de Tenerife. This initiative is budgeted at €3 million and is vital for bolstering the operational efficiency of the Civil Guard in the area.
A Major National Investment
The initiatives in the Canary Islands form part of the broader PLISE program, which is set to invest a staggering total of €900 million across Spain. This figure represents the largest financial commitment to the renovation, rehabilitation, or construction of police facilities since Spain’s transition to democracy. The execution of this plan is projected to continue until 2034.
Historical Context and Funding Expansion
PLISE marks a significant increase in funding compared to the previous phase, which was allocated €600 million for 2019-2025. This new phase sees a 50% increase in available funds, acknowledging the urgent need for modern and efficient police infrastructures. Out of the total investment, €800 million will be earmarked for various renovation and construction projects affiliated with the Ministry of Security, National Police, and Civil Guard. The remaining €100 million will be specifically allocated for initiatives in the autonomous cities of Ceuta and Melilla.
The Scale of Police Infrastructure in Spain
Spain’s commitment to upgrading its police infrastructure is underscored by the fact that there are currently 3,302 facilities supporting the country’s security forces. Of these, 694 are associated with the Directorate General of Police, and 2,608 belong to the Directorate General of the Civil Guard. Many of these properties suffer from age and obsolescence, which is why the Council of Ministers approved the original PLISE in January 2019 to enhance facilities crucial for national security.
EU Funding for Sustainable Development
In a further commitment to progress, the budget for PLISE was notably increased in 2021 with an additional €400 million sourced from Next Generation EU funds. The influx of these European funds aims to support construction projects that prioritize energy efficiency, aligning with broader environmental goals while ensuring enhanced security infrastructure.
Long-Term Financial Commitment to Security
Once the newly authorized PLISE-II Extraordinario 2026-2034 is fully implemented, the Ministry of the Interior projects an investment total of €1.9 billion since 2019. This astounding figure does not include expenditures that both the National Police and Civil Guard have undertaken from their own budgets over the same time frame.
