Transparency in Fuerteventura: Puerto del Rosario Leads While Betancuria Falls Behind, According to ITCanarias

Transparency Index of the Canary Islands: Insights from the 2023-2024 ITCanarias Report

In August 2025, the Transparency Index of the Canary Islands (ITCanarias) 2023-2024 was released by the Commissioner for Transparency. This report sheds light on public access to information across various institutions in Fuerteventura, painting a clearer picture of local governance and the effectiveness of transparency measures in place.

Municipal Spotlight: Leading by Example

Among the municipalities, Puerto del Rosario shines as the frontrunner, achieving an impressive score of 8.51 points. This marks a remarkable improvement from just 2.18 points in 2016, indicating consistent advancements in public transparency efforts. Central to this success is the municipality’s well-designed, informative, and regularly updated portal, which has become a model for public engagement.

Following Puerto del Rosario, Pájara has made strides, recording 6.33 points, an increase from 5.40 points in 2022. While this is a positive trajectory, it remains below its peak of 7.6 points from 2019. Tuineje, with a score of 6.04 points, showcases an upward trend despite a somewhat erratic past performance, reflecting a growing commitment to transparency. Meanwhile, La Oliva has bounced back to 5.77 points, recovering from a concerning 1.89 points low recorded in 2019.

Areas for Improvement: The Challenges Ahead

On the other end of the spectrum, Antigua registered 3.45 points, only slightly better than the 3.44 points noted in 2020. This suggests stagnation in its transparency initiatives. Betancuria fell short, marked as a non-compliant entity by failing to present information for this assessment, despite achieving 4.23 points in the previous year. Such discrepancies highlight the varying levels of commitment to transparency across municipalities.

Insular Overview: A Broader Perspective

When viewed insularly, the Cabildo de Fuerteventura sets a high benchmark, scoring 9.28 points. This positions it as one of the top-ranked councils in the Canary Islands, where the regional average stands at 9.60 points. This high score denotes a robust commitment to institutional transparency within the Cabildo. However, the report signals critical areas for improvement, particularly regarding the quality of responses provided and the need for periodic updates of the information available to the public.

Moving Forward: The Path to Greater Transparency

Overall, the data from the ITCanarias report illustrates notable advancements in transparency in certain municipalities while revealing significant gaps that still need to be addressed. The evolving landscape hints at a renewed focus on transparency as Fuerteventura and its municipalities strive to foster a more open and accountable government structure. As public demand for transparency grows, local governments must rise to the occasion, ensuring that they leverage innovative solutions and uphold commitments to citizen engagement and information accessibility.
